Institutional Relief Mechanism

State Administration

The  Commissioner  of  Revenue  Administration/State  Relief  Commissioner undertakes  all  activities  relating  to  Disaster  Management  and  Mitigation  besides managing relief and rehabilitation activities of any disaster in the State.

District Administration

The The District Collector is the District Relief Officer who has the overall charge  in all  relief operations  in the district.  He  also  chairs the  District Advisory Committee that includes all departmental heads, divisional heads and other district level officers.   It is the apex body for co-ordination between different departments involved in the relief operations.

Divisional  Level Administration

The  Sub  Collector/RDO  is  the  Divisional  Zonal  Officers/Divisional  Relief Officer and in-charge of the overall relief operations in the Revenue division.

Taluk Level Administration

Additional Zonal Officers, in the cadre of Deputy Collectors are placed in- charge of each Taluk.   They shall be stationed at the Taluk headquarters of their charge to supervise the relief operations in that Taluk.

Firka Level Administration

Each firka is placed under the supervision of a Zonal Officer, either a special Tahsildar or a Panchayat Union Commissioner, to assist the Taluk Tahsildar in all anti disaster operations.

They  shall  be  stationed  in  their  respective firka  headquarters  in  times  of emergency.

Municipal and Town Panchayat Administration

The Municipal Commissioner and the E.O. (Town Panchayat) are the Relief Officers in the concerned Municipality and town Panchayat areas respectively. These officers are responsible for relief operations in their areas.

Financial Arrangements

The  Government  grants  relief  to  the  victims  of  Natural  Calamities  under  State Disaster Response Fund (SDRF), National Disaster Response Fund (NDRF)  in the form of financial assistance for loss of lives, loss of limb or eyes, grievous injuries, loss of crops, loss of cattle, damage to houses to mitigate the suffering and loss caused.

As  there  is  possibility  for  a  disaster  in  the  District  during  monsoon  season, development   programmes  are  focused  on  the   prevention,   preparedness,   mitigation, response, relief, rehabilitation and reconstruction measures.

The  department  concerned  shall  provide  permanent  solutions  for  disaster  risk reduction by construction of culverts, formation of channels, desilting of tanks, to reduce the effect of flood.   Necessary estimates shall be prepared and sent to State Government for allocation of Funds.
